A consultation document had been made available from Raynes Park library and the Civic Centre (though with only a short time permitted for residents to submit their views) ; it was also intended the document should be delivered to nearby houses. The Council had produced a planning brief in January 2000 for a privately-financed re-development of the whole site, including the laundry and toilet block. This brief had produced a number of expressions of interest from builders, some of which the Council considered to be potentially viable. The proposal would include a larger library, a multi-purpose assembly hall and a room for the Social Services Children's Division, all at ground level with possibly 14-18 small flats above.
Following the consultation exercise, the Council would invite more detailed proposals from selected developers, and possibly modify the planning brief in the light of comments from the public. The brief makes provision for public toilets, but these would only be available when the building was open.
